Apply for Safe Home Rehabilitation program
The Safe Home Housing Rehabilitation Program provides deferred loans to low-income homeowners to address needed home repairs. The program seeks to correct code and incipient violations (items in a house that will need to be repaired or replaced in two to three years) and make general property improvements. The program serves single-family owner-occupied dwellings.
How to apply

The City of Charlotte's Safe Home Program (Safe Home) provides repairs that:
- Bring the home into compliance with the City of Charlotte's Minimum Housing Code.
- Mitigate exposure to lead-based paint.
- Mitigate health and safety hazards in the home.
- If funds are available, provide energy efficiency and water-saving retrofits.

Eligibility
- The home must be owner-occupied and located within the City of Charlotte.
- The applicant(s) must not have received Housing Rehabilitation assistance within the last 10 years, or LeadSafe Charlotte assistance during the current grant cycle.
- The household must be low-income (below 60% of Area Median Income, as defined by HUD Part 5). Households participating in the LeadSafe Charlotte Program may qualify with an income up to 80% AMI.
- The property must not be located in a floodplain.
- The applicant(s) must have lived in the home for at least one year prior to applying.
- The property must not have unpaid taxes beyond the current year plus one prior year and no outstanding federal, state, or local liens.
- The property must be free of excessive clutter that would prevent safe rehabilitation work.

In addition to the above, at least *one* of the following conditions must be met:
- Previously served by the Duke Energy Efficiency High Usage Program.
- Referred by a Community Health Worker (applicant must reside in the Washington Heights, Winterfield, or Hidden Valley neighborhoods).
- The home is occupied by one or more persons, including an adult or child with a permanent or long-term disability, or a physical impairment that impedes daily living (the child must reside in the home at least 50% of the time).
- The household member must receive Veterans benefits, Social Security Disability (SSD), long-term disability income from an employer or insurer or provide a formal notice from a physician.
- The household meets LeadSafe Charlotte eligibility requirements.
