Apply for HVAC Rental Investment Pilot program

This program provides financial support to landlords for adding air conditioning to rental units that have never had it. It focuses on properties with up to 2 bedrooms serving low- to moderate-income tenants and aims to improve living conditions, promote energy efficiency, and support public health. Landlords benefit from financial assistance and improved property value, while tenants enjoy safer, healthier, and more comfortable homes.

How to apply

  1. Overview

    The City of Charlotte's HVAC Rental Investment Pilot program provides financial support to install Mini Split or PTAC (Packaged Terminal Air Conditioner) in up to 10 rental units.

    1. Targets low-moderate income tenant housing
    2. Promotes tenant comfort, energy savings and property value

  2. Eligibility

    • The multi family property containing 5-49 units must be located within the City of Charlotte.
    • Each enrolled unit must be affordable to families below 60% of Area Median Income, as defined by HUD Part 5.
    • The structure must not be located in a floodplain.
    • The applicant(s) must have owned the property for at least two years prior to applying.
    • The property must not have unpaid property taxes and no outstanding federal, state, or local liens.
    • The property must be free of excessive clutter that would prevent easy access to the work areas.
    • The owner must agree to complete the work of installing HVAC and receiving 75% reimbursement for HVAC installed.

  3. The following conditions must be met:

    The property has never had air conditioning other than portable or window air conditioning units.

  4. Documents Required

    None for this initial application. The following documents will be requested upon successful preliminary review of the application by staff:

    • Proof of Property ownership (copy of signed deed)
    • Proof of Property Insurance
    • 3 months of utility bills (Water/sewer, Electricity, Natural Gas)
    • Copy of current Lease for each unit including family composition in the unit and tenant income

  5. Additional Documents to be gathered and reviewed by staff:

    • Property Tax Records
    • Municipal Housing Code Violations
    • Publicly available property records
    • Flood Plain records
    • Historic Property records
